10 state programs we checked let families spend education savings account or scholarship funds on tutoring. Each sets its own award, its own eligibility, and its own rules for who can tutor.

Texas

Texas Education Freedom Accounts

Award
$10,474 for private school students, $2,000 for homeschooled and other students, and up to $30,000 for students with an IEP on file with the state.
Who qualifies
Texas residents eligible to attend a Texas public school who are not enrolled in one. Awards go by lottery in priority tiers. The 2026-27 application window has closed and an interest list is open for 2027-28.
Tutoring
Private tutoring is an approved expense. Providers apply through the program's vendor portal and the Texas Comptroller reviews each one before it appears in the marketplace.

Florida

Personalized Education Program and Family Empowerment Scholarship (Step Up For Students)

Award
The Personalized Education Program award varies by county and grade, roughly $7,460 to $12,200 for 2026-27.
Who qualifies
The Personalized Education Program is for K-12 students not enrolled full time in a public or private school, at any income. The Unique Abilities scholarship is for Florida residents with a qualifying disability.
Tutoring
Part-time tutoring is an approved use. Tutors register with Step Up For Students and upload their credentials, and families document the provider's license or credentials when they ask for reimbursement.

Empowerment Scholarship Account

Utah Fits All Scholarship

Award

By statute, Utah residents eligible for public school in K-12 who are under 19 before September 1.
Tutoring
State law lists tutoring services as an allowed expense, from a qualifying provider.

Arkansas

Education Freedom Accounts

Award
$7,208 for most students and $8,011 for students in the Succeed program, for 2026-27.
Who qualifies
We could not confirm current eligibility from the program's own site.
Tutoring
Tutors must pass background checks and fingerprinting and show one credential: an Arkansas teaching license, a degree in the subject, three years of teaching experience, teaching or tutoring at an accredited college, or evidence of subject expertise.

West Virginia

Hope Scholarship

Award
An expected $5,435.62 for 2026-27, prorated for applications after June 15, 2026.
Who qualifies
West Virginia residents under 21 who are enrolled or eligible to enroll in public school in K-12. From 2026-27, students already in private school or homeschool are eligible too.
Tutoring
Tutoring from an individual or a tutoring facility is allowed, but not from a member of the student's immediate family. Providers submit a request form, sign a provider agreement, and pass criminal background checks.

Indiana

Indiana Education Scholarship Account

Award
Up to $20,000 a year for a student with a disability and up to $8,000 for a sibling.
Who qualifies
K-12 students with disabilities who have an IEP or service plan, and their siblings. A student cannot hold the account while enrolled in public school.
Tutoring
An individual tutor must show a current Indiana teaching certificate, a bachelor's or graduate degree in math, reading, English, a STEM field, or elementary education, or at least two years of work as a tutor or teacher.

Tennessee

Education Freedom Scholarship

Award
$7,530 for 2026-27, with tuition and fees paid first.
Who qualifies
Students enrolled in a registered non-public school in Tennessee, awarded in priority order. It is not a homeschool program, and 2026-27 applications are closed.
Tutoring
An individual tutor must hold an active Tennessee teacher license, and a tutoring agency must be accredited by a group the State Board of Education lists.

New Hampshire

Education Freedom Accounts

Award
No fixed amount. The administrator reported an average grant of about $4,800 in November 2025.
Who qualifies
New Hampshire residents in K-12 who are eligible for public school and not attending their local district or a charter school full time.
Tutoring
Tutoring must come from a certified or accredited individual or a tutoring facility, in core subjects. Providers sign up for approval and document their background check policy.

Education Student Accounts (ESA+)

Award
By statute, up to $9,000 a year, or up to $17,000 for students with certain disabilities.
Who qualifies
Students with disabilities.
Tutoring
State law allows tutoring from an individual or facility accredited by a state, regional, or national accrediting organization.

Frequently asked questions

What is an education savings account?

A state-funded account a family can spend on approved education costs outside the public school system, such as private school tuition, curriculum, therapies, and in many states tutoring. The names vary: Empowerment Scholarship Account, Education Freedom Account, Hope Scholarship, and others.

Which states let you use ESA funds for tutoring?

Of the programs we checked, tutoring is an allowed expense in Texas, Florida, Arizona, Utah, Arkansas, West Virginia, Indiana, Tennessee, New Hampshire, and North Carolina. Each has conditions on the tutor.

Can I use ESA funds with any tutor?

No. Every program has rules. Some require a state teaching license, some accept a degree or teaching experience, some require accreditation, and most require the provider to register with the program first. Confirm that a provider is approved in your state before you pay.

Is an ESA the same as a 529 plan?

No. An ESA is state money granted to eligible families. A 529 plan is your own savings in a tax-advantaged account. Federal law now lets 529 funds pay for K-12 tutoring too, with its own conditions.
